Leading the Workforce That Will Shape Our Future
Great Yarmouth Borough Council is a highly ambitious local authority, maintaining a clear strategic focus on enhancing the Borough, improving quality of life for its residents, and maximising opportunities for local businesses. The council recognises its team members as its most valuable asset, working collaboratively to achieve objectives such as fostering a vibrant economy, ensuring a high-quality environment for all, and improving the life prospects of those living and working in the Borough.
Our communities are at the heart of our ambitions to reinvent public places, to tap into and grow a thriving arts and cultural scene, to support new homes, nurture new jobs, businesses and new opportunities to learn and grow. We want to make our people, businesses and visitors proud.
With Local Government Reorganisation (LGR) on the horizon, we are entering one of the most significant periods of change in our history. This role is central to ensuring our people are at the heart of that journey. As Head of OD, you will provide the leadership, strategic direction, and professional expertise to ensure our workforce is ready for the future. From workforce planning and succession planning, to driving organisational performance and supporting cultural change, you will shape and deliver a refreshed People Strategy that underpins our transformation and positions us strongly for whatever lies ahead.
You will lead a highly capable HR team that provides both strategic insight and robust operational support. Your remit will be wide-ranging, covering everything from payroll and HR systems, to policy development, casework, supplier and contract management, and learning and development. You will be the go-to strategic partner for the Executive Leadership Team on all workforce matters and represent Great Yarmouth in regional and national workforce networks. This is a role with real breadth, where you will balance technical HR expertise with forward-thinking OD and workforce planning.
About you
This is a pivotal role at an exciting moment for the council. Great Yarmouth is a high challenge, high support environment, where ambition and collaboration go hand in hand. You’ll bring experience in leading a HR service, guiding both day-to-day operations and longer-term strategic priorities, helping the organisation grow, adapt, and succeed.
With transformation and Local Government Reorganisation on the horizon, you’ll support the council through change while keeping performance, engagement, and morale strong. You’ll bring credibility, insight, and practical experience, navigating complex HR issues with confidence and building positive relationships across the organisation.
In return, you’ll join a council with big ambitions and a collaborative spirit. You’ll discover a borough full of potential, an organisation that genuinely invests in its people, and a team that has already achieved a lot, but is ready to go even further.
We welcome applications from people of all backgrounds and lived experiences, and we are committed to creating a diverse, inclusive, and flexible workplace.
