You’ll play a central role in workforce planning and implementation: working with colleagues to define the resourcing needs of the Council and facilitating effective recruitment and onboarding practices to promote our career opportunities and attract the very best people to work here. It’s a process that starts with establishing clarity on the current situation - building a clear picture of our workforce, identifying skills gaps and developing strategies to address these.  

You’ll focus on consistency of approach so that quality assured recruitment and related HR processes support a positive candidate experience while ensuring rigour, compliance and a clear picture of establishment costs. And, through highly effective management of HR operations, you’ll help to deliver a great employee experience.

We expect that you will already have significant experience in a fast-paced HR / Resourcing environment and that you have a detailed understanding of workforce planning and public sector recruitment practices. It’s essential that you can build positive relationship with colleagues at all levels so that you can advise and influence on resourcing strategies – being robust on organisational protocol when required. Able to engage at a strategic planning level, you will also have an informed appreciation of the importance of getting the detail right in such a role. And you should have a detailed understanding of how to embed inclusion and fairness in our approach, so that we are taking positive steps to recruit a workforce that reflects the diversity of our community.

Commercially minded, you will ensure we continually review and evaluate opportunities to enhance our efficiency – making full use of new technology and proactively managing the agency supply chain to ensure value and probity. A proactive and curious approach will mean that you are ready to ask questions of current practice and take ownership of improvement initiatives.
