We are seeking an experienced and strategic Human Resources Manager with a strong employee relations background to lead our HR and Payroll services at a pivotal time for the organisation.

This is an exciting opportunity to play a key role in supporting the council through local government reorganisation, helping shape and deliver effective people services across a wide range of areas.

About the role

As HR Manager, you will lead and develop the HR and Payroll team to ensure the delivery of a high-quality service, acting as the council’s technical expert, operational lead, and policy advisor. You will provide strategic HR guidance to senior leaders and take the lead on complex employee relations matters, ensuring best practice and consistency across the organisation.

You will play a key role in driving organisational performance through effective workforce planning and development, while successfully delivering key projects and meeting performance targets within a fast-paced and evolving environment. With the planned local government reorganisation representing a significant period of change for the council and its workforce, a central focus of this role will be to help guide our staff through the transition and ensure we maximise the major opportunities it presents.

Chichester District Council delivers over 80 services to the residents and businesses within the Chichester District, including waste and recycling; planning; environmental health; and housing.
