Lead the workforce that delivers for Fife

One of Scotland's largest local authorities, Fife Council employs approximately 18,000 people whose commitment and talent supports high-quality services to our communities.

We now have an opportunity for an exceptional strategic leader to take on this pivotal Chief Officer role – shaping and delivering our workforce strategy, leading organisational transformation and ensuring we have the workforce, leadership capability and culture that will enable us to meet the challenges and opportunities of the future.

Reporting to the Executive Director, Finance & Corporate Services, you will act as the Council's principal professional adviser on workforce and employment matters. You will work closely with Elected Members, the Chief Executive, the Council Leadership Team, senior managers and recognised Trade Unions, bringing expert HR insight to influence corporate decision-making and lead the people agenda across the organisation.

You will lead a multidisciplinary HR service of approximately 124 employees and manage an annual budget of around £8 million, providing strategic leadership across workforce planning, employee relations, health and safety, workforce transformation, digital HR and people analytics.

About You

We are looking for an experienced and credible senior leader who can demonstrate:

• Significant leadership experience within a large, complex and publicly accountable organisation.

• A strong track record of leading workforce strategy, organisational development and transformational change.

• Experience of advising senior executives, elected representatives or equivalent governing bodies.

• The ability to build strong relationships, influence decision-making and provide strategic challenge at the highest levels.

• Experience of leading employee relations, partnership working and organisational change in complex environments.

• Outstanding communication, influencing and negotiation skills, underpinned by sound judgement and professional credibility.

You will be a visible and authentic leader who is passionate about developing people, creating high-performing cultures and delivering positive outcomes for employees, services and communities.
